Don’t set it for them. It’s a personal setting and it’s one less thing for you to manage.

Write your templates in both languages where it matters
Field labels are translated; your own wording in an instructional-text field isn’t. On a form a Spanish-speaking crew fills out daily, put both languages in the label. → Building a template
