In Review and Outstanding are not the same thing. In Review means somebody has it and is working on it. Outstanding means it’s still owed — nobody has it yet.

A submittal goes Overdue when the review time runs out.
Outstanding submittals are the quietest way a job falls behind. Nothing is late yet, nobody’s been notified, and material isn’t ordered. Read the Outstanding list weekly.
